Abstract
"Creating fair Congressional maps has proved a difficult task, despite various movements in favor of such, and popular support. Part of the issue is determining what constitutes a fair Congressional map. Considerations of determining what this fairness consists of includes “fair” mapmaking processes that have notable flaws, and judicially mandated remedial Congressional maps as a result of various perceived failings of the predecessor maps. Creating fair Congressional districts relies on several principles, and too narrow of a focus in any one principle can result in an unrepresentative map."
